Spain Hikes AESAN Notification Fees to 160 EUR and Requires 6 Month Stability Data

Spanish authorities now require upfront stability testing and a 160 EUR fee for all new botanical supplements, increasing entry costs for the Iberian market.

Spain has updated its notification protocol via AESAN, effective immediately for all new product registrations. Brands previously benefited from one of the lowest administrative hurdles in the EU, but the new fee structure and technical requirements bring Madrid closer to the restrictive Italian model.

New Technical Requirements and Fee Structure

The flat notification fee for food supplements is now 160 EUR per SKU, up from negligible administrative costs. More critically, the digital portal now requires the upload of stability data covering at least six months of the intended shelf life. Formulas containing Ashwagandha or Curcuma longa are subject to additional scrutiny regarding heavy metal limits under EU 2023/915.

If you are planning a Q4 launch in Spain, ensure your contract manufacturer provides the stability dossier by September. Do not attempt to notify with pending data, as AESAN is now issuing automatic rejections rather than requests for information. The cost of registration for a 10-SKU range has climbed from near zero to 1,600 EUR overnight.

For brands sourcing botanical extracts like Silymarin or Boswellia at the current 45 EUR per kg market rate, these administrative costs must be baked into the landed cost per unit. Small batch runs of 1,000 units will see a 0.16 EUR margin hit solely from the notification fee.

Procurement managers should prioritize suppliers who already hold ISO 17025 accredited stability data to avoid the three-month delay of starting new tests. If your current manufacturer cannot produce these documents, move your production to a facility that treats stability testing as a standard part of the technical file.
