PPWR Finalizes 35 Percent rPET Mandate and Unified EU Sort Symbols for Supplement Packaging

Brands must secure rPET supply chains now as the 35 percent recycled content floor triggers a 0.12 EUR per jar surcharge. Unified EU sort symbols are now mandatory for all Q4 production runs.

The European Commission has finalized the technical specifications for the Packaging and Packaging Waste Regulation (PPWR), setting a hard deadline for supplement brands to transition to high-content recycled plastics. If you are ordering stock for Q4, your procurement team must verify that all PET jars contain at least 35 percent post-consumer recycled (PCR) material to avoid market withdrawal.

Recycled Content Costs and Supply Constraints

The shift to 35 percent rPET has already impacted unit economics across major German and Polish contract manufacturers. Standard white or amber 150ml PET jars have seen a price increase from 0.42 EUR to 0.54 EUR. Availability of food-grade rPET pellets is tightening, with current market premiums sitting at 450 EUR per metric ton over virgin plastic.

Unified EU Sorting Symbols Mandatory

The regulation introduces a standardized set of pictograms for waste sorting, replacing the fractured system of national marks like the French Triman or Italian environmental labeling. These symbols must occupy a minimum of 10mm by 10mm on the primary label or outer carton. Failure to include these specific graphics will result in fines under the new enforcement framework.

For brands selling in Italy and France, this provides a brief relief by consolidating requirements, but the transition period is short. Labels printed after January 2027 that do not carry the harmonized symbols will be non-compliant. I recommend updating your digital print files immediately for all recurring SKUs to avoid inventory write-offs.
